It might be that she is suffering from a hormone problem. I am surprised that the vet has not thought of this. Skin scraping and blood tests should confirm this.
We had a cat which went bald because of this problem. He was given hormone tablets and injections which helped for a while, but then my parents marriage broke up and a move would have been stressful for him, so sadly he was put to sleep. He did not seem to be in pain, but looked pitiful. I am not surprised your cat is sore as cats have barbed tongues.
I hope your cat has got a problem that can be helped with drugs, though it is likely to be expensive and long term. Putting creams and lotions is unlikely to cause regrowth and is particularly dangerous for cats and dogs which by nature lick themselves to keep clean.My cat is losing hair. I have taken to the vets and changed her food, is there a shampoo or cream I can used?
I would continue what you are doing and make sure she is eating and taking in fluids. The water thing is an idea. When a wound is irritated some cats will over groom and loose more hair making the problem worse.
Keep her active and occupied and she should stop worrying the affected area. Make sure she has places to climb up to and things to do. You can engage her in all sort of fun activities.
The vet should be ablve to advise if ther are any creams or shampoos that will help regrowth (you can just call for advice) But you seem to be on the right lines already sometimes the minimalistic simple approach is best.
